Why companies choose an address in Novi Sad
Novi Sad is the administrative centre of Vojvodina, 90 km from Belgrade, a city with a university, a science and technology park and offices of international IT companies. It has its own APR branch, a branch of the Tax Administration, offices of all the major banks and notaries, so registering and running a company requires no trips to the capital.
The main argument is cost. Office rent, housing and salaries are a third lower than in Belgrade or more, and the sole trader's flat-rate tax is calculated from the average salary in the municipality, which in Novi Sad is usually lower than in Belgrade. For a remote IT company or a freelancer that is a tangible saving with the same legal status.
What kind of office is needed for registration with the APR
The requirements are the same across Serbia: the address (sedište) must be real, with mail handling and the ability to receive an inspector. The APR does not ask for a lease agreement when you file, but the tax office checks the address when issuing the PIB and on VAT registration.
Registered address
Enough for a sole trader on the paušal and a DOO with no employees: the operator receives and scans the mail and confirms the contract during an inspection. In Novi Sad such an address costs €25–50 a month.
A workplace or a private room
For companies with employees, VAT payers and directors applying for a residence permit. A place in a coworking costs €80–180 a month, a separate room from €250.
Classic lease
Offices in new business centres are let at €10–15 per m² a month, and at €6–10 in older stock; the deposit is 1–2 months. It makes sense for teams of five people and up.
The city lives off its university and the technology sector: Novi Sad hosts development centres of international companies, dozens of outsourcing studios and startups from the science and technology park on the campus. Finding a developer, an accountant or a lawyer with English is easier here than in any other Serbian city outside the capital, while competition for offices and specialists is lower.
For a sole trader on the paušal and a DOO with remote employees, logistics also matter: Belgrade is an hour away by motorway or train, and Nikola Tesla airport is about 80 km away. Registering and running the company, meanwhile, is handled entirely on the spot.

The lease agreement and the tax inspection
A field inspection (terenska kontrola) is most often scheduled on voluntary VAT registration. If the inspector finds only a mailbox at the address with no servicing, the company is refused and re-inspected a few months later.
