Serbian residence permit through opening a company: privremeni boravak for a DOO owner or sole trader

Your own company or sole trader business is the most accessible ground for temporary residence in Serbia. We look at what the Aliens Act says, how to file through e-Uprava and the MUP, which documents to collect and what happens after the first year.

The legal basis: temporary residence and the single permit

The stay of foreigners is governed by the Aliens Act (Zakon o strancima). After the amendments that came into force in February 2024, temporary residence (privremeni boravak) is granted for up to three years, and residence and the right to work are combined into a single permit — the jedinstvena dozvola. The application is filed electronically through the foreigners' portal on e-Uprava, while biometrics and the issue of the card take place at the MUP office for the place of residence.

Owning a company or registering as a sole trader is one of the grounds for the single permit: the foreigner receives the right to live in Serbia and to work in their own firm as director or entrepreneur. No separate work permit is required.

Who can obtain residence through business

The MUP assesses not the legal form but the reality of the business: taxes and contributions paid, an active address, receipts on the account, contracts with clients. A company registered a week ago passes on its incorporation documents; at renewal the inspector already looks at the reporting and the payments.

  • A founder who does not hold the position of director — if the company genuinely operates

  • A foreign director hired by a Serbian company with foreign capital

Step-by-step procedure for obtaining the residence permit

  1. Enter Serbia lawfully: citizens of Russia and China visa-free for up to 30 days, of Ukraine, Belarus and Kazakhstan for up to 90 days; extend the stay before filing if necessary.
  2. Register a DOO or a sole trader with the APR (5 working days) and open a bank account; arrange an office lease or a virtual address.
  3. Rent accommodation and sign a lease agreement certified by a notary; within 24 hours of moving in, register the address of residence (prijava boravišta, the “white card”) with the police.
  4. Arrange health insurance valid in Serbia — a private policy for foreigners or state insurance through the company.
  5. Prepare proof of means of subsistence: a statement from the company account or a personal account, a contract on the director's remuneration.
  6. File the application through the foreigners' portal on e-Uprava: upload the documents, pay the fee, choose the MUP office.
  7. Attend the MUP to submit biometrics at the appointed time; bring originals if required.
  8. Receive the decision and the biometric temporary residence card — by law within 15 days of filing a complete application, in practice from several weeks to two months.

Documents for the application

Documents in a foreign language are filed with a translation by a court interpreter; an apostille is needed for certificates from the country of citizenship. A passport, an APR extract and contracts in Serbian do not need translating.

  • A foreign passport valid for at least the period of the permit requested plus three months
  • An APR extract on the company or the sole trader, the founding act, the decision appointing the director
  • A residential lease agreement certified by a notary, or a document of ownership; registration of the address of residence
  • Proof of means: an account statement, a contract with the director, a certificate of income
  • Health insurance for the period of residence
  • Proof that the company's taxes and contributions have been paid — at renewal
  • A biometric photograph and the receipt for the fee
  • A criminal record certificate from the country of citizenship — at the MUP's request for certain grounds

The owner's duties after receiving the residence permit

  • Formalise the relationship with the company: a contract on the director's rights and duties or an employment contract, and pay the contributions
  • Pay the company's taxes and contributions or the sole trader's paušal on time — at renewal the MUP asks for proof
  • Do not be absent from Serbia for longer in total than the status allows, so as not to break the continuity of residence
  • Notify the MUP of a change of address of residence, of passport and of employer
  • Apply for renewal before the card expires

Renewal, permanent residence and citizenship

The first permit is usually issued for one year, and for up to three years where the business is stable. Renewal is filed the same way through e-Uprava with updated documents on the company, the accommodation and the insurance. After three years of continuous temporary residence you can apply for permanent residence (stalno nastanjenje), which is not tied to the business.

Citizenship by naturalisation is available after three years of permanent residence — about six years in total from the first residence permit; Serbian law allows a second citizenship. Family members receive a permit through reunification for the same period as the main applicant.

Questions and answers about residence through business

Does registering a DOO give a residence permit automatically?
No. The company is the ground for filing, and the decision is taken by the MUP after checking the documents on the business, the accommodation, the insurance and the funds. With an active company and a complete set of documents a refusal is unlikely.
Can a residence permit also be obtained through a sole trader business (preduzetnik)?
Yes, self-employment is a separate ground. A sole trader on the paušal qualifies; the MUP checks the payment of the flat-rate tax and contributions and the reality of the activity.
How long does obtaining a residence permit take?
Company registration takes 5 working days, collecting the documents 1–2 weeks, and the MUP review 15 days by law after a complete application is filed, in practice up to two months. The whole path usually fits into 1.5–3 months.
Do you have to pay yourself a salary as director?
The law requires the director's relationship with the company to be regulated: an employment contract or a contract on the director's rights and duties. The contributions depend on it; the specific arrangement is worth agreeing with an accountant before applying for the residence permit.
Can the residence permit application be filed remotely?
The application is filed online, but biometrics are submitted in person at the MUP, and at the time of filing the applicant must be lawfully present in Serbia. You may leave the country while the application is under review.
When can permanent residence and citizenship be obtained?
Permanent residence after three years of continuous temporary residence, and citizenship by naturalisation after three years of permanent residence — that is, roughly six years after the first residence permit.
