Residence permit (VNZ) support

Full legal support for temporary residence via company directorship

Eligibility

Appointing yourself as director of a Serbian DOO is one of the most common paths to temporary residence (privremeni boravak). You must be a registered director, the company must be operational, and you must meet standard requirements: valid passport, health insurance, proof of accommodation, clean criminal record.

The process

1) Register or designate a DOO where you are director. 2) Prepare documents: APR extract, passport, health insurance, rental contract, bank statement, apostilled criminal record. 3) Submit application to MUP (Ministry of Interior). 4) Wait 2–4 weeks for review. 5) Receive your permit.

Renewal and permanent residence

Temporary permits are valid for 1 year initially, then renewable for 1–3 years at a time. After 3 years of continuous temporary residence you can apply for permanent residence. After 6 years you may be eligible for citizenship (subject to additional requirements).

Questions and answers about residence permits in Serbia

Who can obtain a residence permit through business in Serbia?
A DOO founder appointed as director; a founder without the director's post, if the company genuinely operates; a sole trader, including one on the flat-rate tax; a foreign director employed by a Serbian company. Since 2024 residence and the right to work are combined in a single permit (jedinstvena dozvola), and a business owner needs no separate work permit.
How long does it take to obtain a residence permit, and for how long is it issued?
Company registration with the APR takes 5 working days and collecting the documents 1–2 weeks. The MUP's review period is set by law and runs from the filing of a complete application; in practice a decision takes from a few weeks to two months. The first permit is usually issued for one year; the law allows up to three years.
Do I have to be in Serbia when applying?
Yes. The application is filed online through the foreigners' portal on e-Uprava, but the applicant must be lawfully in the country at the time of filing, and biometrics are given in person at the MUP. The application must be filed before the visa-free period ends — 30 or 90 days depending on citizenship — and the address registration (the "white card") is done within 24 hours of moving in.
What does the MUP check at renewal?
Whether the business is real: taxes and contributions paid, receipts on the company account, annual statements filed with the APR, an address where the company can be found, a formal basis for the director's work and actual residence in Serbia. A company with zero reports and a director without contributions is the typical profile of a refused renewal.
Do I become a Serbian tax resident when I get a residence permit?
No. Tax residence follows actual presence, not the permit: 183 days within 12 months or a centre of vital interests in Serbia. A tax resident declares worldwide income in Serbia, so a business owner with income in other countries should plan this moment with an accountant in advance.
Can I bring my family?
Yes. A spouse and minor children receive a residence permit on the basis of family reunification for the same period as the main applicant. The application goes through the same portal; you will need apostilled and translated marriage and birth certificates, proof of housing and means for the whole family, and insurance for each family member.
